“Every administration has gone through this kind of situation when the numbers are lower than what they had originally planned,” Arnold Punaro, a former staff director for the Senate Armed Services Committee, said of the budget crunch. “Every administration, when they get into budget cut drills, there’s a kind of normal pattern that they follow.”
“None of this should surprise us based on the fact that the Pentagon got stuck with a debt deal they didn’t want,” Punaro said.
